Gitopia v5.1.0 Software Upgrade Proposal
Overview
This proposal is an updated version of the v5.0.0 upgrade which was withdrawn due to identified issues. The v5.1.0 release includes fixes for critical issues affecting pull request merges in user-owned repositories, along with some additional fixes.
